As a fan of the game, i just appreciate thoughtful attempts at tackling this issue and not the moronic ones that blatter and platini back. i believe that it is illegal and xenophobic to limit the number of non-english/whatever players that could be fielded in a side. the best players should play ,period, or else the quality suffers. the only solution i can see is similar to yours: encourage better youth development and managers need to have more patience/not look for the quick fix (although thats easier said than done considering the enormous pressure on those men to win now). well, im no fan of hubcab-thieving scousers, but you have to give credit where credit is due.
